Based on real price-level data — U.S. states from the BEA's Regional Price Parities, other countries from the World Bank — both indexed so 100 equals the U.S. national average. “Notably cheaper” keeps places at 90 or below — 10% under that same real baseline.

Within 25 miles of a real ocean coastline — computed from Natural Earth's coastline data, not lakes, so Chicago and Cleveland don't count.
